این دفتر که مدیریت مرکزی موسسه بین المللی فرهنگ و تمدن را به عهده دارد، شامل نیروهای پژوهشی و حقوقی و همچنین نیروهای مجرب آی تی می باشد که به طور کامل وظیفه ی پیشبرد اهداف موسسه و مدیریت شعبات و موسسات همکار دیگر را به عهده دارند.
